Legal Age for Online Betting: PAGCOR Draws the Line at 21

PAGCOR’s responsible-gaming page opens its list of barred players with anyone below 21 years old. The ban covers the casino door and the app screen alike. For its legal footing it points to PD 1869 and the amendment made by RA 9487.

The regulator repeats the number wherever it can. Under its RG Code of Practice, every licensee’s responsible-gaming notice has to end on a tag line that restates the 21 rule. When it opened its site-check website in June 2025, the launch reminder said the same thing.

Casino age limit Philippines: four more groups who cannot play

Age is only the first name on the list. PAGCOR also excludes:

1. Public servants. Anyone on a government payroll, from national agencies and LGUs to autonomous regions, SUCs, LUCs and chartered GOCCs.
2. Uniformed services. Anyone serving in the armed forces (AFP) or the national police (PNP).
3. Restricted persons. Everyone PAGCOR has entered in its restricted-persons register, the NDRP, which also holds self-excluded players.
4. Gaming workers. People employed by a licensee, plus every holder of a Gaming Employment License.

LARO77 legal age: nothing printed, 21 applied

On the logged-out read of 11 October 2026, the LARO77 lobby carried no age statement of its own. The silence changes nothing: the national floor is 21, and this site prints 21+ throughout.

POGO meaning, as PAGCOR uses it

POGO is PAGCOR’s short form for Philippine Offshore Gaming Operations. A February 2025 notice on PAGCOR’s home page labelled letters and texts about POGOs coming back as disinformation. Over on its Remote Operations page, PAGCOR keeps a published record of cancelled POGO licensees and providers dating from the old framework.

Two Tools That Show Whether a Site Is Licensed

Red flags to watch for

1. No age question at all. A Philippine-facing site that never asks about 21 has skipped PAGCOR’s first rule.
2. An age figure below 21. Any lower number means the site is not following PAGCOR’s code.
3. A PAGCOR badge you cannot trace. PAGCOR warned in June 2026 about offshore sites borrowing its logo and showing forged certificates.
4. A “licence checker” on a strange domain. The regulator’s public notice lists counterfeit-certificate sites, verification.pagcorlicense.ph among them.
5. Messages about POGOs returning. PAGCOR has already called those disinformation.
