Save screenshots with the address bar, your wallet's reference numbers, dates, amounts and chat messages, report to GCash or Maya in the wallet's own help, then take the case to the NBI through nbi.gov.ph.
Key facts and contents
- Step 1
- Stop paying and secure your accounts
- Step 2
- Save the evidence
- Step 3
- Report to your wallet first
- Step 4
- Contact the NBI
- Step 5
- Add the 1326 hotline
You were pushed to pay, a login page was a copy, or a “casino” froze your balance. The next move is a short procedure, and the NBI cybercrime desk is one stop in it, after your wallet.
Use it alongside what marks a trusted online casino so you know what a real page looks like before and after an incident. It is built from the National Bureau of Investigation’s own saved pages, the text of Republic Act No. 10175, and the wallets’ help pages. This site is 21+.
NBI Cybercrime: what the NBI’s own pages show
The NBI’s website is the place to take current details from. These are the facts its saved pages print, read on 11 October 2026.
| Page | What it prints |
|---|---|
| nbi.gov.ph home | A services list that includes CYBERCRIME, next to FRAUD AND FINANCIAL CRIMES and DIGITAL FORENSIC LABORATORY |
| nbi.gov.ph contact | Main office: Filinvest Cyberzone Bay, Diosdado Macapagal Boulevard, Pasay City; “NBI Hotline: (02) 8523-8231” |
| nbi.gov.ph divisions | The Office of the Director, the Operations Center, the Financial Intelligence Unit and the Investigation Service, among others |
The saved NBI pages print no direct line or e-mail for the Cybercrime Division itself. Take its current details from nbi.gov.ph and name the office when you call the hotline. Maya’s own scam page also lists “National Bureau of Investigation (NBI) – Cybercrime Division” as the place to report, with the same number printed as “+63 (02) 85238231 to 38”.
Steps to report an online gambling scam
Follow these in order. Each one can be done from your phone.
- Stop paying and secure your accounts. Send nothing more. Close the page or chat and change the password of any account you typed into a suspect page. Never send a password or one-time code to anyone.
- Save the evidence. Build one folder using the list in the next section.
- Report to your wallet first. Use the GCash or Maya scam report in the app, and note the reference number you receive.
- Contact the NBI. Use the hotline and address from nbi.gov.ph, and bring the folder.
- Add the 1326 hotline. Call 1326 for cyber fraud, or send scam texts through the eGov app.
A copied login page is the most common start. The phishing site check shows how to spot one before you type.
What the report should contain
Investigators work from facts that can be checked. Gather these before you call.
- Screenshots with the address bar visible, so the exact web address of the page is in the picture.
- Your wallet’s reference numbers for every payment or cash-in tied to the case.
- Dates, times and amounts of each payment, in the order they happened.
- Usernames and account names of the scam site, the chat contact and the recipient.
- Every message, exported or screenshotted, including voice-call notes with the number that called.
- Your own details as the wallet holds them, so the NBI can match your reports. If an office asks for an address document, read which proof of address the wallets list first.
Never put a password, MPIN or one-time code in a report. Send the folder only to a contact you reached through nbi.gov.ph.
Report to GCash or Maya first
Both wallets have their own report path, and their pages say what to expect.
| Wallet | The wallet’s own steps | What the page says |
|---|---|---|
| GCash | Transactions, pick the transaction, then Get Help and Report as scam; fill out the ticket form and tap Submit | “our support team will review your case and reach out within 24 hours”; “the return of scammed funds is not guaranteed” |
| Maya | Submit a Fraud Complaint Form on support.maya.ph, or call (+632) 8845 7788 or 1800 1084 57788 (toll-free) | After submission you get an e-mail with your reference number; be ready with the recipient’s name, date and time, and amount |
GCash’s page also lists reporting to “the authorities (PNP or NBI)” as the first line of its steps. Both pages warn that false reports can be penalised under the Anti-Financial Account Scamming Act.
Other government channels in the saved files
The NBI is not the only desk. The saved government pages give two more.
| Channel | What the saved page says |
|---|---|
| Hotline 1326 | The Philippine Information Agency page quotes DICT Caraga calling it “the government’s 24/7 central number” of the Inter-Agency Response Center, where the public can report online scams, phishing and cybercrimes |
| eGov app eReport | The Philippine News Agency quotes CICC Executive Director Alexander Ramos: “Victims of cyber fraud should call 1326 and those who just received text scams can report the numbers to the eGov App eReport feature” |
| CICC e-mail | The archived CICC contact page lists report@cicc.gov.ph (snapshot of 28 September 2022) |
PAGCOR has also issued a scam advisory about people posing as its executives, dated 25 February 2025, which asks the public to report suspicious messages to the authorities.
Cybercrime law: what Republic Act No. 10175 covers
The Cybercrime Prevention Act of 2012 is the statute these cases are charged under. Its Section 4 lists the offences by name. These three fit the cases above.
| Section | Offence as the Act prints it |
|---|---|
| 4(a)(1) | “Illegal Access. – The access to the whole or any part of a computer system without right.” |
| 4(b)(2) | “Computer-related Fraud. — The unauthorized input, alteration, or deletion of computer data or program or interference in the functioning of a computer system, causing damage thereby with fraudulent intent” |
| 4(b)(3) | “Computer-related Identity Theft. – The intentional acquisition, use, misuse, transfer, possession, alteration or deletion of identifying information belonging to another, whether natural or juridical, without right” |
Section 6 adds that crimes under the Revised Penal Code and special laws “committed by, through and with the use of information and communications technologies” carry a penalty one degree higher. Section 10 names the NBI and the PNP as the law enforcement authorities and requires each to “organize a cybercrime unit or center manned by special investigators”. For the Section 4(a) and 4(b) offences, Section 8 sets “imprisonment of prision mayor or a fine of at least Two hundred thousand pesos (PhP200,000.00)” up to an amount matching the damage, or both.
The NBI’s own press release of 26 May 2026 about an operation in Angeles City shows the pairing in use: a search warrant for online gambling under Presidential Decree No. 1602 “in relation to Republic Act No. 10175”. A prosecutor decides which charge fits your facts.
What to leave out, and what no one can promise
Some items never belong in a report or a chat with a helper.
A person offers to recover your lost money for an upfront fee.
No saved page from the NBI, GCash or Maya promises recovery, and GCash says the return of scammed funds is not guaranteed. Pay nobody to get funds back; use the wallet report and the NBI contact from nbi.gov.ph.
You are asked for your MPIN, password or a one-time code to file the report.
GCash’s own page says it will never ask for your MPIN or OTP, and Maya’s says it will never ask for your password or OTP. Stop the contact, and report the request itself as part of the case.

Where does the NBI Cybercrime Division sit?
The NBI's contact page prints its main office as Filinvest Cyberzone Bay, Diosdado Macapagal Boulevard, Pasay City, with the NBI hotline (02) 8523-8231. Its home page lists CYBERCRIME among its services. Check nbi.gov.ph for current details.
