A trusted online casino is one you can verify yourself, in minutes, before a peso leaves your wallet. You do not need a review site or a banner badge: the regulator publishes lists, the law sets what a cashier must ask, and testing labs publish what they certify. This page walks through the five checks in the order you should run them, with a table at the end you can copy into your notes.
Check 1: find a trusted online casino in PAGCOR’s lists
PAGCOR publishes its lists as PDFs on its Electronic Gaming Licensing page. The titles below are printed exactly as the files carry them, so you can match what you find.
| List (exact title) | What it holds | Date in the title |
|---|---|---|
| List of PAGCOR-Approved Registered Brand and Domain Names/URLs of Licensed Casinos | Brands and domains of licensed casinos | October 8, 2026 |
| List of PAGCOR-Accredited Gaming System Administrators and Registered Brands and Domain Names/URLs | Administrators, with main brand, sub brands and domains | October 8, 2026 |
| List of PAGCOR-Accredited Gaming Affiliates | Accredited affiliates | August 27, 2026 |
Both brand lists carry the column heads “MAIN BRAND (Max of 1)” and “SUB BRAND (Max of 6)”, then the main domain, sub-domains and additional URLs. That layout tells you what to search for.
- Open the PDF and use the viewer’s find box.
- Search the brand name exactly as the site writes it, then search the root word on its own.
- Search the domain you are standing on, letter for letter, including the ending (.com, .ph, .net). A near-match is a different address.
- Read across the row: the brand and the domain must sit in the same entry.
- Write down the entry number and the date in the list’s title.
A hit on the brand with no hit on the domain is a miss. A miss on both means the lists do not carry what you searched for, and you register nowhere until they do.
PAGCOR Guarantee and the security seal page
PAGCOR’s press release says it launched the “PAGCOR Guarantee” website on June 18, 2025 so that “the public can check the legitimacy of online gaming providers”. Chairman and CEO Alejandro H. Tengco is quoted saying the site helps players “identify and verify whether the online gaming sites are duly licensed before playing or making any payments”.
The PAGCOR Guarantee home page is headed “PAGCOR-AUTHORIZED ONLINE GAMING WEBSITES” and “Your gateway to PAGCOR-approved online electronic games”. It has a “SEARCH ONLINE GAMES” box and category filters named “ELECTRONIC CASINO GAMES”, “ELECTRONIC BINGO GAMES”, “SPORTS BETTING”, “SPECIALTY GAMES”, “ONLINE POKER GAMES”, “LICENSED CASINOS”, “TRADITIONAL BINGO GAMES” and “NUMERIC GAMES”. Search it, then cross-check against the PDFs above.
PAGCOR’s regulatory menu also lists “PAGCOR Security Seals Online Verification System”, a page titled “Online Verification of PAGCOR Security Seals”. Open that page from pagcor.ph itself, never from a link a site gives you, and follow the form it shows.
Online casino regulation: who regulates which part
Online casino regulation in the Philippines is split by department, which is why one brand can appear on one list and not another. PAGCOR’s Electronic Gaming Licensing Department page says the department is “the regulatory arm of PAGCOR over the local gaming operations” for traditional bingo, electronic bingo, eCasino games, sports betting, specialty games, online poker and numeric games. Land-based casinos sit outside it.
| PAGCOR page | What it covers, in PAGCOR’s words | Where it helps you |
|---|---|---|
| Electronic Gaming Licensing | A service provider’s “remote/online gaming operation shall be an adjunct service for its registered players” of a gaming venue | Know which list to search; see the eGames categories |
| Remote Operations and Ancillary Services | Regulatory frameworks for remote play slot machines and remote play poker, plus special class BPOs | Learn what else PAGCOR licenses |
| Licensed Casinos | Rules for land-based casinos | Background only |
The remote operations page also carries two notices worth reading before you click anything: “Counterfeit PAGCOR Certificates” and “Lists of reported websites”.
Check 2: a safe online casino asks who you are
A safe online casino is one that checks identity at the cashier, because the law tells it to. Republic Act No. 10927 designated casinos, “including internet and ship-based casinos”, as covered persons, and the Casino Implementing Rules and Regulations (CIRR) require casinos to “establish and record the true identity of their customers”.
Three pages here explain what that looks like on your side of the screen:
- How anti money laundering rules reach a casino cashier: why a name must match, and why a payment from someone else is refused.
- The know your customer procedure for wallets: what GCash and Maya themselves ask for, and how to hand over an ID safely.
- Which proof of address documents a wallet or casino may ask for.
A site that never asks who you are, or asks you to send an ID by chat, fails this check.
Check 3: game testing
Game fairness is certified by independent labs, not by the casino. Gaming Laboratories International publishes the GLI-19 standard for interactive gaming systems, and its RNG page calls the random number generator “a key component that MUST be adequately and fully tested”. What a certificate does and does not cover is set out on the GLI certificate page; the studios behind the games are profiled under game providers.
| Read this on a certificate | Why it matters |
|---|---|
| Lab name | The body that did the testing |
| Standard, for example GLI-19 | The yardstick the game was tested against |
| Game or system and version | The exact build that passed |
| Date | When the testing was completed |
Check 4: the page itself
Before you type a password, read the page for the signs on the phishing site red flags page. GCash’s own help page says GCash “will NEVER send you links via SMS/email or ask for your MPIN/OTP”, and PAGCOR’s February 2025 warning describes scammers using Viber messages in the names of its executives. A page that pushes you to hurry, promises a prize first or asks for an OTP fails this check.
Check 5: where to report
If a site fails, report it. The CICC’s executive director, quoted by the Philippine News Agency, said victims of cyber fraud should call 1326, and the steps for filing with the NBI are on the NBI cybercrime report page. PAGCOR lists info@pagcor.ph as its general address on its contact page.
Your pre-registration checklist
| Check | Where you do it | What a pass looks like |
|---|---|---|
| Brand and domain on the lists | PAGCOR’s PDFs and the PAGCOR Guarantee search box | Brand and domain in the same entry, with the list’s date noted |
| Certificate picture | PAGCOR’s remote operations notices | You rely on the list, never the picture |
| Identity check | The sign-up and cashier screens | Asks for your own ID inside the logged-in account; refuses third-party payments |
| Game testing | The lab’s own certificate | Lab, standard, game and version all named |
| The page | Address bar and first screen | Exact domain, no OTP request, no countdown |
| Report route | NBI, CICC 1326, PAGCOR contact | You know the number before you need it |
Background: eGames and junkets
Two terms trip readers up. PAGCOR’s eGames wording is the department’s own list of game categories, and a junket background page explains a land-based casino arrangement that PAGCOR’s casino manual restricts to foreign-passport holders.
After the checks
A pass tells you where the operator stands, not what play will cost you. Read the LARO77 casino lanes overview to see the lanes this site covers, set your limits using responsible play tools, and keep the problem gambler page where you can find it.
- Run the list search for the brand and the domain.
- Expect an ID request inside your own account, never in chat.
- Match any game certificate to its game and version.
- Decide your deposit limit before you register.

FAQ
How do I know if an online casino is trusted in the Philippines?
Search the brand name and the web address in PAGCOR's published lists and in the PAGCOR Guarantee search box. A match under both is the pass. Then read the page you are on for the red flags in the phishing section of this page.
Does a PAGCOR logo on a casino page prove anything?
No. PAGCOR's own remote operations page carries a notice titled "Counterfeit PAGCOR Certificates", so a picture of a certificate is something you check, not something you accept. Search the list instead.
Why does a regulated casino ask for my ID?
Republic Act No. 10927 made casinos, including internet casinos, covered persons under the anti money laundering law, and the implementing rules require them to establish and record a customer's true identity. A cashier that asks is following that rule.
Is a game certificate from a testing lab the same as a licence?
No. A lab certificate says a specific game version or system met a standard, such as GLI-19 for interactive gaming systems. It says nothing about the site that carries the game.
Can a trusted online casino still cause harm?
Yes. Passing every check says the operator is on the lists; it does not remove the cost of play. Set a deposit limit before you start and keep the problem gambler help page within reach.
